Scott joined Spirit Environmental in August 2005 and has eleven years of combined air quality consulting experience.  Currently he serves as a client manager providing air quality consulting support to a variety of industries including refining, chemicals, manufacturing, oil and gas, energy and publishing.  Related work, on which Scott has focused, includes air permitting in twelve states (NSR, NNSR, PSD, Title V), greenhous gas emissions inventory and assessment, emissions modeling and health effects evaluations, emissions inventory/TRI, regulatory applicability assessments (State, NSPS, NESHAP, MACT), emission event and maintenance release reporting training and procedures manual preparation and air quality site compliance audits.

Scott has also served as a full-time onsite consultant for a large refinery, providing day to day air quality support.  Scott later participated as a member of the New Source Review (“NSR”) audit team in the largest, most comprehensive environmental audit known to date at one of the largest refineries in Texas.  In addition, Scott provided long term onsite support for an oil and gas exploration company with focus on permitting and regulatory analysis support in seven states.  As part of this onsite consulting assignment, Scott was involved as an industry advocate, where he provided his client with strategies in dealing with proposed regulatory initiatives while working with other company advocates to prepare comment on proposed rule making in four states.

Scott has a B.S. degree in Environmental Science from Texas Christian University and a B.S. degree in Chemical Engineering from the University of Texas.
